The roster operates Lacuna/Labs and every subdomain underneath. Vetoes are load-bearing — security, release, culture, reversibility, regression, fairness, and ML-ship each sit with a named chair. Scope-limited authorities do not cross-veto; when scopes collide the collision is named in the open and resolved there.
